KUMASI-KROFROM GAS EXPLOSION, MANY INJURED, SEVERAL CARS AND FITTING SHOPS BURNT

Report says that, about eleven (11) people have been sustained severe bodily burns  following a gas explosion on Tuesday morning at Trinity Gas Stations in Krofrom in the  Kumasi Metropolis of Ashanti. The victims have been sent to Tafo Government Hospital for medical treatment. Three in critical condition.

Several cars were also burnt down into ashes, including the gas station, one house, and nearby shops with a car fitting shop.



According to eye witness who was at the scene, Mr. Fiifi Amoah said, the fire personnel arrived at the explosion scene bit late leading to large spread of the explanation. He appealed on the fire service officers to make the office call center number available to general public and also intensify public education on control of fire outbreak.



Per the information gathered, the cause of the explosion at the Trinity Gas station is yet unknown.

The Ashanti Regional Director of the National Disaster and Management Organization (NADMO), Hon. Nana Kwabena Nsenkyire was at the scene. He was not surprise at the situation because processes are being put in place to close down gas stations, that are sited among residential houses. He urged managers and workers of gas and fuel stations to ensure regular maintenance.

The 21 police officers who shoot and killed 7 members of the Delta Force at Manso-Nkwanta in the Amansie East District in the Ashanti Region have been interdicted.

According to the  committee that was set up by government to investigate into the shooting of the seven Zongo community boys from Asawase and also members of the Delta Force at Manso-Nkwanta during the operation embarked by the operation Calm-life in the Amansie West District of the Ashanti Region has concluded that there is no basis fund to prove that the victims were armed robbers as was reported by the Police.

The government,  therefore, decided that: “The 21 police personnel involved in the incident who have been found to be the principal suspects, be interdicted by the police administration and be subjected to formal police criminal investigation into the matter”.

The government, in consultation with the families and community leaders of the victims, will provide support for the dependents of the seven innocent men who were wrongly killed by the Armed police officers under the operation Calm-life division.

This information was released and signed by the Information Minister, Mr.Kojo Oppong Nkrumah, which was dated Sunday, 18 November 2018.

The government took the decision after a five-member committee conducted a probe into the incident and subsequently submitted its report to the government.

The five (5) member committee were Justice Obeng Diawuo, Justice of the High Court; Rt. Rev. Prof. Osei-Safo Kantanka, Pastor, Methodist Church; Sheik Ahmed Seidu, Executive Secretary at the Office of the Ashanti Regional Chief Imam; Mr David Adu-Osei, Ashanti Regional BNI Commander; and Mrs. Emelia Ayebenu Botchway, Ag. Ashanti Regional Coordinating Director.

STATEMENT ON SHOOTING INCIDENT AT MANSO
NKWANTA IN THE AMANSIE WEST DISTRICT

Following a shooting incident at Manso-Nkwanta within the Amansie West District of the Ashanti Region on July 17, 2018 resulting in the death of seven (7) persons, Government established a five (5) Member fact-finding committee to look into the matter.

1. The membership of the fact-finding committee was as follows:

a) Justice Obeng Diawuo – Justice of the High Court

b) Rt. Rev. Prof. Osei-Safo Kantanka – Pastor Methodist Bishop

c) Sheik Ahmed Siedu – Executive Secretary, Office of the Ashanti
Regional Chief Imam

d) Mr. David Adu-Osei – Ashanti Regional BNI Commander

e) Mrs. Emelia Ayebenu Botchway – Ag. Ashanti Regional Coordinating Director

2. The committee has since completed its work and submitted its report to Government.

3. According to the report, there were no facts before the committee to establish that the deceased persons were armed robbers who engaged in exchange of fire with the Police.

4. Government upon a careful study of the report, has decided as follows;

a) the twenty-one (21) police personnel involved in the incident who have been found to be the principal suspects be interdicted by the Police administration and be subjected to formal police criminal investigation into the matter.

b) in the interim, Government in consultation with the families and community leaders will provide support for dependents of the deceased persons.

5. Government assures the general public that due process will be followed in the pursuit of justice and calls for continued calm and patience pending a conclusive determination of the matter.

FILTH TAKING OVER OF KUMASI



Kumasi, popularly known as the Garden City and the capital of the Ashanti Region has been covered with filth.

Residents of some areas including Asafo, Subin, Adum, K. O. etc. in the Kumasi metropolis have expressed their fear of a possible outbreak of sanitation-related diseases if city authorities do not  take immediate intervention.

According to damaksanitationwatch, there is a high tendency of flooding and outbreak of cholera if a pragmatic measure is not put in place to evacuate the heaped refuse and clean up the chocked gutters in the areas mentioned above.

Speaking to some of the residents said, they can't Stand the filth, crying that the stench emanating from the abandoned refuses is affecting their health and business activities especially those living at Asafo in the Subin constituency in the Ashanti Region.

They said sometimes,  the refuse can be left uncollected for a number of months despite paying before dumping.

It was discovered that, in the past two - month, there has been a container that is situated in the middle of the Asafo community  full to the brim compelling people to dump refuses on the ground.

Aside the unbearable stench residents battle with, the place has also become a breeding ground for mosquitoes.

Several efforts have been taken to get city authorities to empty the refuse container but have not been successful.

The Sustainable development goal 6 expects Ghana to ensure availability and sustainable management of water and sanitation for all by 2030.

To achieve this target, city authorities must tackle sanitation issues from both domestic and commercial places. Of course, which the Kumasi Metropolitan Assembly led by Hon. Mayor,  Mr. Osei Assibey Antwi have started by introducing " OPERATION KEEP THE CITY CLEAN AND GREEN" Initiative.

Damaksanitationwatch on top concern about good sanitation urge all individuals to refrain from dumping refuse in unacceptable areas to control filth and its related consequences. The city authorities must wake up to perform their duties through good supervision to ensure good sanitation in Kumasi and Ghana as a whole.

EC CHAIR REMOVAL, KWEKU BAAKO CHALLENGES COURT


The Editor-in-Chief of the Crusading Guide newspaper, Mr Abdul Malik Kweku Baako, has indicted the committee that recommended the removal of the Chairperson of the Electoral Commission (EC), Mrs Charlotte Osei, for exceeding its powers.

He has accordingly filed a writ invoking the original jurisdiction of the Supreme Court to declare that the committee exceeded its scope when it recommended the removal of Mrs Charlotte Osei on grounds of misbehaviour and incompetence.


The writ, which was filed on his behalf by his lawyer, Mr Samson Lardy Anyenini, at exactly 10 a.m. at the Supreme Court in Accra Tuesday July 10, is also praying the apex court to hold that the Chief Justice’s prima facie determination against Mrs Osei was inconsistent and in violation of Article 146 (3) of the 1992 Constitution.

Mr Baako’s suit has been filed exactly a week after a Ghanaian, Ms Fafali Nyonator, filed a similar writ challenging the processes leading to the removal of Mrs Osei and her two deputies.

The 18 reliefs being sought by Mr Baako include a declaration that upon a true and proper construction of Article 146 (1) of the 1992 Constitution, a petition for the removal of the chairperson of the EC, pursuant to the provisions of Article 146, was only valid if such a petition alleged stated misbehaviour or incompetence relating to the performance of the core constitutional functions of the chairperson of the EC.

He is also seeking a declaration that the finding by the Chief Justice (CJ) that a prima facie case had been made out in respect of six allegations contained in the petition for the removal of Mrs Osei pursuant to Article 146 of the Constitution and which allegations were not founded on acts of stated misbehaviour or incompetence against Mrs Osei in the performance of her core functions as Chairperson of the EC was unconstitutional, null, void and of no effect.

The same act was inconsistent with and in violation of the provisions of Article 296 Clause (c) of the 1992 Constitution and accordingly arbitrary and unconstitutional.

Mr Baako is further praying the court to rule that the CJ exercised an administrative rather than the functions and duties of a judge or judicial officer.

Another relief being sought is a declaration that in exercising the constitutional functions and duties of a committee constituted by the CJ under Article 146 (4) of the 1992 Constitution, the committee so established exercised an administrative rather than the functions and duties of a judge or judicial officer and that the committee was required to act in accordance with regulations governing the exercise of its discretionary power under Article 146 (4) of the 1992 Constitution.

Null and avoid

Mr Baako wants the Supreme Court to declare that the recommendations for the removal of Mrs Osei upon which the President acted were inconsistent with Articles 43 (1)(a), 44 (2), 45 and 146 (1) of the 1992 Constitution and for that matter, null, void and of no effect.


To that effect, Mr Baako is seeking a declaration that on the basis of the defective nature of the petition, Mrs Osei is and remains the Chairperson of the EC.

COMMUNICATIOM MINISTRY HANDS $89M KELNI GVG CONTRACT DOCUMENTS TO COURT

The Ministry of Communication has made available all the relevant documents concerning the controversial $89 million KelniGVG contract to court.
The Ministry stated that it had through the Attorney General’s Department successfully filed the Kelni GVG contract at the registry of the Human Rights court Monday, July 9, 2018, as requested by the court.
The ministry was ordered to release the documents by the Court presided over by Justice Anthony Yeboah, following an application by two private Ghanaian citizens, John Ato Bonful and Nana Adom Kanyi, as well a pressure group, ‘The Citizens of Ghana Movement’, who feared the implementation of the contract could breach their right to privacy, hence their prayer to the court for an injunction.
The deal, which is meant for the design, development and implementation of a common platform for monitoring mobile phone traffic and corresponding revenue, has come under a lot of scrutiny, especially from policy think tank, Imani Africa.
Imani Africa wants the contract cancelled because it believes it is “needless” and a rip-off.
But the Communication Ministry has consistently dismissed the claims saying the privacy of Ghanaians will not be compromised by the Kelni GVG deal.

Many are of the view that Gospel Musicians who are famous for hit songs are all rich but the reality is that most of them are living broke lives and not what is perceived.
Such is the situation of Gospel Musician, Hannah Marfo who is currently struggling raise GH¢43,000 17-year-old daughter to undergo a life-saving surgery.
She admitted enjoying fame at the peak of her career but said that did not translate into cash intimating that her life was rather impoverished at the time.
The musician who earlier pleaded to the general public she needed an amount of GH¢43,000 for the treatment of her ailing daughter lamented her present sorry state.
“Apart from having the fame, music as a career didn’t fetch me much wealth”, she revealed.
The singer expressed great gratitude to people who have been good to her and also the President of Musicians Union of Ghana (MUSIGA) Bice Osei Kuffour and other Good Samaritans for showing concern.

LADY JULIA BANTAMA MARKET VISIT, TRADERS RECEIVED HER OVERWHELMINGLY


Traders overwhelming received the wife of Otumfour Osei Tutu II, Lady Julia Osei Tutu during her visit to Bantama market on Friday, June 29, 2018, where grand gathering were organized at the center of the market.

Lady Julia was amazed about the performance of the KMA Mayor, Hon. Osei Assibey Antwi, hence, throwing her weight behind him on the relocation exercise the Assembly is embarking on.

Lady Julia expressed her support fully in any legal action that will beautify Kumasi and Asanteman in general.

She made this statement when she visited the Traders at Bantama with her entourage together with the Kumasi Metropolitan Assembly Chief Executive to receive first hand information as part of the measures put in place to restored Kumasi "The Garden City".

Addressing the grand gathering, the Wife of Asantehene, Lady Julia said Manhiya Palace and herself, attaches importance to the wellbeing of traders in Kumasi, hence, she took a decision to visit and lead the crusade in addressing the impending challenges confronting them.

Lady Julia also recommended the Chief Executive of Kumasi Metropolitan Assembly, Hon Osei Assibey Antwi for his move to resurface the Kumasi the capital city of the Ashanti Region.

 According to her, Otumfuo Osei Tutu II, wants to see Kumasi properly developed to modern city standard, she sees Osei Assibey as being the rightful person to do that.

‘’ The Kumasi Mayor’s relocation exercise is very good for Kumasi, so I would therefore called on the traders and the people of Kumasi to support the move to keep the city clean and green  ”. Also expressing her gratefulness to the  Mayor for resolving traders’ relocation problems.

Hon. Osei Assibey Antwi, the Mayor of the Kumasi Metropolitan Assembly on his part, expressed his gratitude to Lady Julia for her  tremendous humanitarian service with regards to put a smile in the face of the needy.

Hon Osei Assibey stressed on the reason to keep the Central Business District clean and developed. He further briefed the Wife of Otumfuo about the state of all the satellite markets in Kumasi and said most of the markets will soon reopen for traders.

He disclosed that within two weeks the assembly is going to move all traders on the street of Bantama to race course to pave way for roads construction.

Osei Assibey vowed that, the assembly will not tolerate the selling of goods in any street, including all forecourts, roads, footways and other areas next to streets in the Kumasi Metropolis.

He told the gathering that, the Ashanti Regional Security Council has deployed a security team to assist officials of the Kumasi Metropolitan Assembly (KMA) to protect various markets.

SAFE KUMASI FROM FLOODING, REVINA FUND CLUB APPEALED


A group called Revina Fund Club at Tafo New Road in the Tafo Municipal Assembly in the Ashanti Region is appealing to occupants of Kumasi Metropolis and its environs to refrain from the attitude of dumping refuse into gutters and unacceptable areas to ensure good sanitation and avoidance flooding.

Mr. John Adofo, the chairman, on Sunday, July 1, 2018, during their midyear meeting held at Tafo New Road, urged all individuals to keep their environment clean and also ensures that they create good drainage systems as well to control flooding.

They ended this year's midyear meeting by a massive embarked cleanup exercise where many chocked gutters in the Tafo Municipal were drained up. The cleanup exercise was supported by Hon. Alhaji Bashiru Mohammed, the Assembly member for the Tafo Nhyieaso electoral area and Damak Sanitation Watch International.

EOCO probes GEPA Boss

The Economic and Organized Crime Office (EOCO) has officially taken over the alleged corruption scandal at the Ghana Export Promotion Authority (GEPA).
It has consequently extended an invitation to the sacked Chief Executive Officer (CEO) of the Authority, Gifty Klenam, to appear before it today.
EOCO has also asked Ms Klenam’s sacked deputy, Eric Twum Amoako, to report before it for questioning.

A source at EOCO says the two individuals, who allegedly misappropriated $132,000 or GH¢580,800 during their tenure at GEPA, are to appear before the Executive Director of EOCO, K.K. Amoah, by June 12.

Ms. Klenam and Mr. Amoako, it would be recalled, reportedly collected $132,000 or GH¢580,800 for rent covering a period of two years in gross violation of state procurement laws.

A statement was issued later by the Public Relations Department of GEPA, denying the allegations.

The statement indicated at the time that “the Ghana Export Promotion Authority by this release denies the allegations as put in the media.”
It’s not clear if per her dismissal, she would be made to refund the rent advance paid to her and Eric Amoako.
Even though the ex-CEO and the authority denied the allegations, checks by Daily Guide indicated that she and her sacked deputy actually collected the said amount for their accommodation when GEPA is in desperate need of funds to boost its export promotion activities.
President Akufo-Addo was virtually forced to sack them to apparently save GEPA from sinking financially.

According to sources, workers at GEPA were seething with anger over the alleged reckless spending by Ms. Klenam, who was, on one hand, seen advocating for the promotion of non-traditional export commodities by introducing what she termed as One District, One Exportable commodity, and on another hand ‘blowing’ cash needed for the realization of such project, on her luxurious lifestyle.

The amount was said to have actually been cashed from First Atlantic Bank, Ghana and used for the rent.

The authority, in its response, failed to address the substantive issues that were raised against Ms Klenam and her deputy.

Reports have it that the CEO and her deputy, in a letter dated 23rd May, 2017, which was jointly signed by the two, ordered the Manager of First Atlantic Bank, Ghana Limited, to effect the transfer of “the cedi equivalent of $132,000 from account number 0360571101014 and credit same to account number 0360571101025.”

The letter said Mr. Twum was to receive the money on behalf of the authority, and that the money was subsequently withdrawn in two tranches, with $100,000 withdrawn on May 23, 2017 and $32,000 withdrawn on May 26, 2017.

Ms Klenam had reportedly parted with $72,000 as rent allowance at $3,000 a month for 24 months while her deputy Mr. Twum collected $60,000 at $2,500 a month for 24 months.

Again, Ms. Klenam has been accused of paying herself GH¢93,000 as clothing allowance and has also been accused of paying $19,500 for a training programme at Harvard University in the United States of America.
Furthermore, it’s alleged that she also authorized the purchase of two new Toyota Land Cruiser vehicles and two new Saloon cars for herself and her deputy and a new Nissan Teana car for her assistant.

POLICE BLOCKED GFA OFFICIALS FROM ENTERING OFFICE


The Officers of the Criminal Investigations Department (CID) of the Ghana Police Service on Monday blocked staff of the Ghana Football Association(GFA) from entering their offices.

The staff who had turned up for work after being blocked by the CID officers, found shelter under a shed at the premises of the Ministry for Business Development, Office of the President.

Kweku Eyiah, the leader of the five-member GFA Committee set up to meet government over the way forward for the association, led the CID officers into the GFA building to search the facility.

The GFA building was declared a crime scene by the Police on Friday with the public warned to stay away from the building, as police commenced investigations into the activities of the GFA and its officers.

This comes afterwards the ‘Number 12’ exposé by Anas Aremeyaw Anas of Tiger Eye PI, an investigative video in which several football officials including the GFA President, Kwasi Nyantakyi were caught on camera taking $65,000 from a supposed investor to broker a sponsorship deal, with the referees taking various amounts of monies to compromise their fairness in football matches.

In a statement signed by Information Minister, Mustapha Hamid, government said it is “shocked and outraged” by the contents of the exposé which was premiered at the AICC on Wednesday.

“Government will see to it that the necessary reforms are urgently undertaken to sanitise football administration in the country.

“Government will communicate these decisions to the Confederation of African Football (CAF) and the Federation of International Football Associations (FIFA), and engage with been on these developments to chart a way forward for Ghana football.”

THE PHASE TWO OF KUMASI AIRPORT, PRESIDENT CUTS SOD FOR WORK COMMENCEMENT

President, Nana Addo Dankwa Akufo-Addo has performed the ceremony to mark the commencement of  the construction works on phase two of the Kumasi Airport project.
This would cost €66,350,000.00 and is expected to be completed in 24 months.
It involves the construction of a new terminal building, extension of the runway, car park, access roads and security fence.
The project would create about 1,200 direct and indirect jobs for artisans - carpenters, masons, welders and other unskilled labourers.
President Akufo-Addo said it formed critical part of his government’s vision to expand and grow the nation’s aviation industry.
In all, it is projected that in excess of one million passengers would be using the Airport every year. He said that the funding had been secured and there should not be any excuses by the contractors, Messrs Contracta Construction to delay the work.
President Akufo-Addo stressed the need for quality job and said there needed to be value for money. He spoke of the strong commitment of his government to develop the domestic aviation sector, citing the removal of 17 percent value added tax (VAT) on flight tickets.
President Akufo-Addo noted that Kumasi was a major business destination in West Africa and therefore the elevation of the airport to international status would further stimulate growth and development of the city.
He expressed concern about the encroachment on airport lands by private developers, something, which he said, was a threat to future expansion of the facility.
He urged management of the Ghana Airports Company Limited (GACL) to act quickly to protect these lands.
Madam Cecelia Abena Dapaah, the Minister of Aviation, said the project was in line with government’s agenda of making Ghana the aviation hub of the West Africa sub-region.
The sector could be a game changer - had tremendous potential to accelerate Ghana's economic transformation.
Mr. John Dekyem Attafuah, Managing Director of the GACL, said the completion of the expansion works would provide additional routes for passengers.

KMA PRE-LAUNCHES ”KEEP THE CITY CLEAN & GREEN” PROJECT

The Kumasi Metropolitan Assembly (KMA) on Tuesday 5th June, 2018 pre-launched the operation ”keep the city clean and green” project, as part of the measures put in place to fight against filth within the metropolis and its environs.

Addressing the gathering at the Pre-launch of the project in Kumasi, the Capital City of Ashanti, Mr.Osei Assibey Antwi, The Mayor of the Kumasi Metropolitan Assembly said, the project seeks to rid the City of filth by improving sanitation and advocating for attitudinal change among people in waste management and also green the city by encouraging people to grow more trees to replace the depleted vegetative cover.

According to Hon.Osei Assibey Antwi, the pre-launch of “Keep Kumasi clean and green” project will help residents to ensure good sanitation in their various homes and work places. It would be recalled that, the Kumasi Metropolitan Chief Executive,Hon.Osei Assibey Antwi in an address at the second ordinary meeting of the second session of the seventh KMA held on the 11 -12 May,2017 at true Vine hotel in Kumasi said” for the metropolis to succeed in the execution of the Kumasi Metropolitan Assembly development agenda, there was the need to form a stronger partnership with Central Government, the Kumasi Traditional Council, the private sector, civil society and well-meaning individuals who have the growth and development of the metropolis at heart.

Mr Osei famed, to ensure its success, the new partnership must be guided by the following principles:
Collective effort to mobilize resources, mutual accountability for delivery of services and programmes,effective communication and mutual respect among stakeholders, committing all the key stakeholders to our development strategies, supporting transparent and evidence-based policy making, harnessing the capabilities of the private sector and civil society, selecting collaborative stakeholders on the basis of access and efficiency, inviting development partners to align their support as well as flexibility in the implementation of our programmes”.

Also, there is the need to remind ourselves that very soon, the Assembly members will be presenting themselves once again before their various constituent for re-election; and their chance of returning to office will depend on the level of development they have succeeded in bringing to their electoral areas. "We can only succeed if we cooperate effectively". He said.

Non. Osei used the opportunity to encourage all stakeholders and the general public of the metropolis to support his agenda especially “Keep Kumasi clean and green project”.

He said in all, institutions like Zoomlion Ghana Ltd, Fidelity bank,VIP Company among others have already supported the project before the pre-launch.

KMA, OPERATION KEEP KUMASI CLEAN AND GREEN PROJECT PRE-LAUNCH

J. J. RAWLINGS MARKS 39TH JUNE 4 ANNIVERSARY TODAY AT MADINA

Founder of the National Democratic Congress (NDC) and leader of the June 4 uprising, Flt Lt Jerry John Rawlings, will deliver the keynote address at a durbar of cadres and activists to climax activities marking the 39th anniversary of the uprising today June 4, 2018.
According to a statement issued by the anniversary planning committee, the durbar will take place at the Madina Social Welfare School Park today  Monday June 4, 2018 from 8am.
This year’s celebration is under the theme, “Re-organising towards the core values”.
Other speakers at the event will include NDC party chairman, Kofi Portuphy, Dan Abodakpi, Fritz Baffour, Samuel Nuamah Donkor, Ebi Bright and Lawrence Lamptey.
Activities marking the 39th anniversary include a lecture which was held at the National theatre on Thursday May 31.
Monday’s durbar is open to all sympathisers of the June 4 uprising, the 31st December Revolution and members of the public.
Flt Lt Rawlings led a group of junior officers and men of the Ghana Armed Forces in an uprising against the then Supreme Military Council (SMC II) regime led by General F.K. Akuffo.
The move was motivated by a desire to stem the scourge of corruption that had engulfed the country at all levels leading to a virtual breakdown of the economy.

OPEN DEFECATION, 11 JAILED 30 DAYS EACH



Adjaben Magistrate Court in Accra has sentenced  Eleven people for open Defection. They were given 30 days each in prison for engaging in open defecation, urinating in public and indiscriminate dumping of refuse.

The offenders were arrested on May 30, 2018

The 11, who were arrested by the Accra Metropolitan Assembly on Wednesday, May 30, were convicted on their own guilty plea at the Adjaben Magistrate Court and were accordingly sentenced by the magistrate, Isaac Addo to serve as deterrent to others.

The victims includes; Emmanuel Holornyo, Yahaya Assuma, Bashiru Zaaki, Abdul Wahab Inusah, Montario Muhammed, Victor Saviour, Akolobila Akudibila, Prince Kamorudren, Ibrahim Issifu and Umar Mohammed.

One Ibrahim Alhassan, was fined GH 240, while three others, Nicholas Mensah, Adongo Cletus and Lawal Olarenweju were granted bail with GHC2,000.00 each after they pleaded not guilty.

They are to appear again on June 13.
The action by the convicts and the accused persons were in contravention of Act 851 Section 56(A and B) of the Public Health Act 2012.

Speaking to Damakmedia, the head of AMA Sanitation and Monitoring Taskforce, Mr. Charles Bosomprah said the convicts and the accused persons were arrested in an operation carried out around the ICGC Christ Temple Church, Old Fadama, Mortuary road, GCB Liberty House, Tudu, Kantamanto, Tema Station, National Theater, Rawlings Park, Kimbu and James Town.

Also, speaking with the head of Operations at the AMA Public Health Department, Mr. Randolph Benjamin Morkeh, he said the people within the metropolis were cautioned about a month ago to refrain from dumping indiscriminately and engaging in open defecation and others but it was not to their hearing.

Mr. Morkeh assures that the AMA will do all it can to end open defecation and indiscriminate dumping of refuse in the city of Accra. He added that any person caught in the act will be dealt with in accordance with the law.

He also, disclosed that the operation will continue and cautioned households who do not have toilet facilities to register with the assembly for a toilet facility.
“We will advise that households or residents should have  toilet facilities for themselves and also register with the accredited solid waste company for your waste to be collected and disposed of sanitarily, if you give your waste to these junkies we will arrest the junky and come after you too,” he said.

He further on warned residents and public toilet operators who discharge effluent into public drains to desist from the practice as the AMA will come after them.

BANTAMA GANG RAPE, ONE JAILED 7 YEARS FOR DEFILEMENT, 4 REFERRED TO THE JUVENILE COURT FOR PROSECUTION

Bantama gang rape, One jailed 7 years for defilement, 4 referred to juvenile court for further prosecution. A Kumasi Circuit Court, presided by Mrs. Comfort Tasiameh, on Wednesday, May 30, 2018, has sentenced a 20-year-old man seven years imprisonment for defilement captured in a viral ‘gang rape’ video in a Bantama suburb in the Ashanti region.
Ernest Asare, who is the oldest of five actors arrested in December, 2017 after a video of a teen being gang raped went viral on social media has been sentenced to prison with hard labour. The other actors who are minors and students in junior and senior high schools have been referred to the juvenile court for persecution and perhaps sentencing. All of the actors were all found guilty of conspiracy to commit defilement. The fifth convict was found guilty of an additional charge of aiding and abetting for filming the incident which later went viral on social media. An assembly man in the area caused the arrest after the video stirred up on social media. Non-governmental organization American Relief Center took interest in the case and offered assistance to the police. It paid for the police medical examination, transportation and an age assessment for some of the accused. Five months after the incident, a court judgment has left the convicts and their parents grieving as their fate was determined.

Bank of Ghana to introduce new 100 Ghana Cedis notes

Incontrovertible information picked up over the week, Since May 20, 2018, by damakmediapublications.gh.com suggest that the Bank of Ghana would soon announce to the general public about its intention to introduce new 100 Cedis Notes onto the market with a set of new features.

It is not clear why the introduction of the new notes but it is expected that the Governer of the Bank of Ghana will soon announce it.

TAKE YOUR SAME-SEX MARRIAGE AWAY, WE ARE MUCH CIVILIZED - PARLIAMENT

Parliament has taken a tough position against any attempt to legalize same-sex marriage in the country.
The legislators say they will not under any circumstances accommodate the act which is gaining root in some developed countries.
The right and acceptance of Lesbianism, Gayism, Bisexualism and Transgender was topical during the recent Commonwealth meeting with the UK Prime Minister pushing for reforms among members countries to legalize the practice.
There were suggestions that when President Akufo-Addo was at the just ended Commonwealth Heads of State meeting in London, he met with the UK Prime Minister on the issue.
But the Foreign Affairs Minister, Shirley Ayorkor Botchwey denied any such commitment.
The House on Tuesday took a stand with a strong warning to the executive not to bow to external pressure to legalize the practice.
“Mr Speaker, God created Adam and Eve but he did not create Eve and Eve or Adam and Adam So that is where we have to start from.
“God in his own infinite wisdom said he will ensure we will multiply on the earth but not that he would create Eve and Eve to stay like they are. Secondly, in Africa, we have our norms and cultural practices to protect,” Patricia Appiagyei said.
Stating the official position of the Legislature on the issue, the Second Deputy Speaker of Parliament, Alban Bagbin said same-sex marriage is a non-starter in Africa, which believes in procreation.
“We know the purpose of creation and we will not stand against God and we will not be misled by those who believe they are civilized. The future of the world belongs to Africa and we will not be misled again,” he said emphatically.
The Nadowli-Kaleo MP said he is excited with the parliament’s response and “if need be, we may move to a motion one day and resolve to give direction to the country”.
Mr Bagbin stressed that Parliament is grown and “no longer will the small boys and girls of any country” shove its agenda on its throat.

$1m PERCONSTITUENCY PROMIS, GOV'T USING TO BUILD TOILETS - SPECIAL DEVELOPMENT MINISTER

President Nana Akufo-Addo believes corruption has reduced under the New Patriotic Party  (NPP) administration.
Though scandals including bribery and extortion allegations against the Energy Minister, the presidency and the Trade Ministry have rocked his government, the President insisted that corruption had reduced under his administration.
“The rot and corruption are gradually reducing in Ghana. We are no longer a subject of corruption on a massive scale- that is no longer a part of the reality of Ghana today,” said the President.
“My Opponents will have no message in 2020′
The President also stressed that his political opponents would have no campaign message against him ahead of the 2020 elections, as he would have fulfilled promises made in the run-up to the 2020 elections.
“To those who say they are still not seeing anything, they should wait and watch me. By the end of the four years, they will have nothing to say. They will acknowledge that we came to work for the development of Ghana.”
“One by one we are keeping our promises.

Free SHS is now a reality. In September this year, the Free SHS policy will cover new entrants, in addition to those who will then be in SHS 2. By September 2019, it will cover all students in Senior High Schools across the country. Teacher and nursing trainees are also receiving their allowances.
He said they have also retired a large chunk of the NHIS debt left by my predecessor, and the NHIS is working,”

President Akufo-Addo made this known when he visited the Asutifi South, Asutifi North, Asunafo North and Asunafo South constituencies, on day 2 of his 3-day tour of the Brong Ahafo Region.
As part of his tour, President Akufo-Addo cut the sod for the construction of an administrative block for the Asunafo South District Assembly; and inspected the newly constructed bridge for residents of Asumura in the Asunafo North constituency.
President Akufo-Addo also commissioned the newly constructed special ward at the St. Theresa's Hospital at Hwidiem in Asutifi South; and inspected the 68-bed hospital and semi-detached maternity block, which is under construction at Kenyasi in the Asutifi North constituency.

REHABILITATION OF KUMASI ROADS BEGINS

Rehabilitation of Kumasi roads begin, Damak Media Publication report.

Rehabilitation works to give face-lift to roads in the Kumasi Metropolis has begun, with a call on the contractors to work diligently for the successful execution of the project.
Mr Osei Assibey-Antwi, the Metropolitan Chief Executive (MCE), said they should ensure value for money and avoid shoddy works in the course of their activities.
‘We are optimistic the contractors would attach much importance to this project, working according to the given specifications to enhance the lifespan of our roads’, he noted.
The rehabilitation works are part of moves by the Department of Urban Roads under the Ministry of Roads and Highways to bring to standard the deteriorating roads in the metropolis.
Mr Assibey-Antwi, toldotecnews during an inspection of on-going works at Manhyia, a suburb of Kumasi, that about 14 kilometres stretch of road, requiring urgent attention, were being put to shape.
Messrs. Joshob Construction Company Limited had been contracted to execute the project within the next two years, including asphalt overlaying, pothole patching and sealing.
The MCE appealed to the people to exercise patience and be supportive of the project as it would initially, create congestion in some parts of the Metropolis.
Nana Atta Poku Agyemang, the Metropolitan Engineer, advised the people to refrain from practices that tended to shorten the longevity of rehabilitated roads.
‘I am advising drivers and car washing firms to desist from washing their cars on the roads or performing other duties inimical to the maintenance of the road’, he said.

All the ninety-four Nasara Coordinators in the 47 constituencies in the Ashanti Region have expressed their deepest trust in the fortitude and sense of responsibility of Ali Suraj

In a joint meeting with the eminent Nasara Coordinators in the Ashanti region as part of the national campaign tour, Ali Suraj appealed to be given the mandate to save the NASARA   WING as the national coordinator  to enhance his policy framework and how he intend to steer the Nasara wing of the great NPP.

In reaction, the Nasara Coordinators maintained that despite Ali Suraj being one of their own, his competence, capability and capacity to the Nasara wing is not questionable. On that basis, there will be no hesitating to give Ali Suraj the all-round support.

In an article on the above-mentioned topic published in Myjoyonline on the 10th of May 2018, one Dr. Osei-Tutu Darkwa sought to attack my position on the issue whether or not the Asantehene is a King within the terms of the 1992 Constitution.

In this rejoinder, I hold no brief for the names or the political parties he mentioned in his article. This reaction is to the extent that it affects me, Abdul Malik Kweku Baako. Description of me and my submission on Peace Fm’s Kokroko program on May 9, 2018 as arrogant, impudent and ignorant are politely ignored for good reason. We need to stay focused on the substantive issue as to whether or not we have “Kings” in Ghana today in the face of the fundamental law of the land (The 1992 Constitution), The Chieftaincy Act (Act 759) and any other relevant statute relative to the noble institution of Chieftaincy!

My position is simply this: In so far that the 1992 Constitution, as well as the modern laws of Ghana, do not directly or indirectly mention any chief as a King, there can be no chief in Ghana today who can legally be described as a King. My reasons are as follows:

* i.    No provision in the current laws of Ghana defines “a chief” as a king. The current laws include the Chieftaincy Act, 1971, (Ac t370), s. 48; the 1979 Constitution, art 181; The Chieftaincy Act, 2008 (Act 759), s 57(1); and 1992 Constitution, art 277.

* ii. When a person is to be installed as a chief, the law requires that he is installed as a chief or queen mother but never as “a king.” This is clearly set out in art 277 and all the laws which determine when a person is legally made a chief

* iii. I have sought legal advice and been informed that the rules on interpretation stipulate that it is not right to import words into a statute in seeking to interpret it if the statute is clear on its face and excludes the imported provision.

* iv. Since none of the laws in our recent years and current times allow a chief to be referred to as a king, it is obvious that the word “king” is not intended to be part of our vocabulary when describing who a chief is. If the Legislature or the framers of the Constitution wanted the word “king” to be used to describe chiefs, what prevented them from saying so expressly? My view is that the word “king” does not appear in the laws or the 1992 Constitution because the Legislature and the framers of the Constitution did not intend that (king) to be used to describe a chief.

* v.A “king” presides over an empire or a kingdom. Where is the kingdom or empire over which the “king” of modern times may be said to preside?

* vi. There are certain attributes one has to possess or customs one has to perform in order for him to be acknowledged as a king. What are the attributes exhibited by the chiefs of today or customs of kings performed by the chiefs of today which qualify them to be described as kings if the good writer is invited to point to these attributes or customs of kings or customs performed by any chief in modern Ghana for which he may be called a king instead of just a chief.

* vii. There is no doubt that in the past Ghana had kings and kingdoms. Typical instances were the Nayire of the Mamprusi kingdom and the Asantehene of the Ashanti Kingdom. When kings are referred in the past or in the historical context, that is in order and no one will question that. That is part of history. But when modern chiefs are referred to, it will be legally wrong to describe a chief in Ghana today as a king.

* viii. Out of respect for our kings of the past, they may be referred to as kings. But that does not make them kings in the modern context in any legal sense.

* ix. In Ghana today, people give birth to their children and name them as Nii, Ohene, Chief, Nana, Naaba, Kuoro, Togbe, Narh. These are appellations given to chiefs. Does the fact that such children are given such appellations make them chiefs?

* x. I concede that any group of people may choose to call their chief by any name they prefer. But in the legal sense, the chief must satisfy the conditions or requirements laid down by the law before the legal status of the particular chief can be attached to him. For instance, a paramount chief must satisfy the conditions laid down in the Constitution before a chief will qualify to be called a paramount chief.   What are the conditions to be satisfied before a person will qualify to be called a king? There is none in any law or the Constitution because the law does not recognize that position and that is why it does not take the trouble to lay down any conditions to be satisfied.

* xi. The reference to the meaning of customary law relied on by the writer is a question of interpretation. Until the courts come out with the interpretation or implication that he has relied on, he is as much entitled to his interpretation as I am entitled to my interpretation.

* xii. The difference between the two of us is that I rely on the law as it is on the face of it but he relies on his own interpretation of the law as he deduces from his understanding of the law. I rely on the law as it is: He relies on the law as it ought to be by his interpretation. Which one is more reliable?

* xiii. I still maintain that on the law as it stands or on its face, there is no king in Ghana today.

In conclusion, I maintain that I am right and the writer is wrong for the reason that by Article 1(2) of the 1992 Constitution, any law or conduct which is inconsistent with the Constitution is void to the extent of the inconsistency. In so far that the Constitution contains no provision on the term "king", in so far that the Constitution does not include "king" in its definition of who a chief is, it is inconsistent to invoke "king" within the meaning of "a chief" as provided in the Constitution.  The argument of the writer is therefore void and wrong to the extent of the inconsistency!

EASTERN REGION, SANITATION OFFENCES, 145 PROSECUTED

A total of 145 culprits were prosecuted over various sanitation offences in the Eastern Region in 2017, according to the Regional Environmental Health Department.
The Regional Environmental Health Officer, Bassanyin Isaac, said that enforcement of sanitation bye-laws is crucial to the improvement of sanitation condition in the region and has therefore tasked the Districts and Municipal environmental officers in the region to intensify prosecution of sanitation offenders .
“Sanitation right now in Ghana has three basic areas-the Educational aspect, enforcement and putting up structure. Now with enforcement being the basic pragmatic measure putting place, the environmental officers are enforcing the laws,taking people to court.As at last year, records prove that they have taken about 145 people to court on Sanitation cases”.
He said sanitation in the region is improving gradually but expecting massive improvement in the coming years due to the political commitment exhibited by the Eastern Regional Minister Eric Kwakye Darfuor who has made sanitation a key requisite to measure performance of the municipal and District Assemblies upon which performance agreements have been signed with the MDCEs.
The Sustainable Development Goal 3 and 6 enjoins countries to ensure healthy lives and promote well-being for all ages and ensure availability and sustainable management of water and sanitation.
However, Ghana is struggling to fulfill these goals due to multiple reasons including poor sanitation management system, low technology in sanitation management ,and poor sanitation law enforcement.
It is estimated that,the poor sanitation condition in Ghana Costs government Ghc293 million every year .
The negative health implication of unsanitary condition in Ghana is mind-boggling. For instance , in 2014, preventable diseases, including diarrhoea, killed over 4,500 children in Ghana, while cholera killed 247.
Currently,sanitation improvement rate of the country is around 15% which is very low in meeting the SDG goals.
